Elizabeth (Betsey) Mooney – Principal. 

With over twenty years of legal experience in both private practice and in-house settings, Betsey’s breadth of experience in labor and employment law and human resources consultation extends to the representation of private corporations, municipalities, non-profit organizations, institutions of higher education, and public and private schools.

Betsey has advised senior management on a wide variety of employment issues, including hiring practices, employment discrimination, reductions in force, FMLA, ADA, policy and procedure development, employee discipline, sexual harassment, employee investigations, terminations, immigration, and employee relations.  Throughout her career in private practice, she has represented clients in proceedings before state and federal courts and administrative agencies, the Equal Employment Opportunity Commission (EEOC), the Missouri Commission on Human Rights (MCHR), and the United States Department of Education Office for Civil Rights (OCR).

In addition, as former Associate General Counsel at Washington University in St. Louis, Betsey has extensive experience advising higher education clients on a host of issues, including Title IX compliance and investigations, the creation and revision of University policies and handbooks, immigration issues, and campus disciplinary actions.

A 1995 graduate of the University of North Carolina at Chapel Hill with Honors and Highest Distinction, Betsey earned her Juris Doctor degree from the University of Virginia School of Law in 1998. She is a member of both the Missouri Bar and Illinois Bar.

Ann Plunkett 

annAnn has over thirty years of legal and human resources experience as corporate counsel, employment counsel and human resources executive in various corporate settings.

Throughout her career, she has advised senior management on a wide variety of employment issues, including hiring practices, EEO issues, employment discrimination, employment testing, screening and selection, drug testing, reductions in force, employee benefits, plant closings, FMLA, ADA, policy and procedure development, employee discipline, sexual harassment, employee investigations, terminations, workplace violence, workforce diversity, and employee relations.

After two years in private law practice, she served as Assistant Counsel for T.G. & Y. Stores Company, a national discount retailer based in Oklahoma City, Oklahoma. In 1985 Ann relocated to St. Louis to join The May Department Stores Company, a $14 billion national retailer. As Senior Counsel at May, she specialized in employment law, handling a broad scope of legal and human resources matters for May’s numerous divisions throughout the country, including Lord & Taylor, Payless ShoeSource, Famous-Barr, Hecht’s, Foley’s, Robinsons-May and Filene’s. Ann also gained hands-on human resources management experience at May, directing the store human resources function in an operating division.

At Fox Photo, Inc., a photo/imaging subsidiary of Eastman Kodak, Ann combined her legal background with her human resources expertise, serving as General Counsel and Vice President of Human Resources. In addition to managing all legal business issues internally for the 435 stores in 26 states, she directed the human resource functions including compensation, benefits, HR information systems, employee relations and federal and state compliance. She organized and staffed the human resources department and directed the implementation of payroll and human resources information systems.

In 1998, Ann founded the full-service human resources consulting firm, Workplace Partners.

Ann has been a frequent guest speaker for various professional organizations, both locally and nationally, on numerous employment-related topics.

A native of Tulsa, Oklahoma, Ann is a 1975 graduate of Oklahoma City University, Summa Cum Laude, and earned her Juris Doctor from Oklahoma University in 1978. She is a member of the Missouri Bar Association.

Robyn Helmer-Tallon

Talent Management and Human Resources Consultant 

Robyn Helmer-Tallon is a Talent and Human Resources professional with almost 40 years of business experience in a number of industries and settings. She possesses a strong background and expertise in building, integrating and aligning talent strategies, people and activities in support of operational objectives and growth initiatives. She utilizes innovative approaches with traditional tools to address all stages of the employee life cycle.

She recently retired from Peabody Energy in January 2021 after twelve years of Talent and HR management roles in the Saint Louis corporate office. She relocated to Saint Louis from Philadelphia in 2006 to join Peabody as Vice President – Talent Management in which she built and assumed overall responsibility for a global talent management function. Over the course of her career at Peabody, she held additional roles of VP HR Midwest/Colorado Regions, VP Talent Americas and Director HR & Mobility role for the corporate office.

Prior to her time at Peabody, Robyn held senior level roles in human resource positions at Teleflex Inc., a manufacturing and engineering applications company and IMS Health, a leading provider of information solutions to the pharmaceutical and healthcare industries. She has a Bachelor of Arts degree in business administration from Wittenberg University and a Master of Science degree in organization development from the University of Pennsylvania.
